Uit een openvallend boek (getiteld 'verdrag') vallen bladzijden naar beneden. Een blad met woord 'neutraliteit' wordt geprikt op een opstaand zwaard. Met verwijzing naar de politieke toestand in herfst 1914. Onderaan drie regels tekst. Ontwerp voor een politieke spotprent.
